House Regulations Passed

Kathmandu: the federal House of Representatives passed the House of Representatives Regulations of 2018 (2075) by the majority votes. The word ‘suspension’ has been suspended from the regulations. This deletion of the word ‘suspension” from the Regulations has been the victory for NC and Rastriya Janata Party (RJP) that have been deadly against suspending the lawmakers who rape, murder, steal or do any criminal activities. They would remain lawmakers even though they are in jail and serving a jail term. What a victory for those two political parties.

 

After the major opposition NC and then the RJP threatened to boycott the House Session the ruling party adapt a soft policy on the demand of the opposition and ultimately agreed to delete the word ‘suspension” from the Regulations, and passed the regulations in cooperation of the opposition almost unanimously despite the representatives of Rastriya Janamorcha, and Nepal Workers and Peasants Party.

 

The passing of the regulations has opened up the government to initiate the constitutional positions such as Chief Justice of the Supreme Court of Nepal, and Chief of Commission on Investigation into Abuse of Authority (CIAA), that have been waiting for quite some time. Without the Regulations, the House could not set up House Committees including the parliamentary hearing committee that would hear on the candidates for the chiefs of the constitutional bodies such as CIAA, and the Supreme Court.

 

After the passing of the ‘House of Representatives Regulation of 2018 (2075), the House would set up 10 thematic committees such as 1) Economic Committee, 2) International Relations Committee, 3) Commerce and Industry and Consumers’ Welfare Committee, 4) Law, Justice and Human Rights Committee, 5) Agriculture, Cooperative and Natural Resource Committee, 6) Women and Social Committee, 7) State Affairs and Good Governance Committee, 8) Development and Technology Committee, 9) Education and Health Committee, and 10) Public Accounts Committee.
