On April 17, 2009, speaking to the farmers engaged in rice transplantaiton in Pokhara, Deputy Prime Minister and Home Minister Bamdev Gautam said that all political parties needed to cooperate each other on maintaining peace, law and order in the country. He also said that some sister organizations of political parties have been responsible for anarchy in the country.

On April 17, 2009, speaking to the people of Himalaya origin at Chame, District Headquarters of the Manang District, Finance Minister Dr. Baburam Bhattarai told that the Government was preparing a separate budget for the Himalayan districts, and providing them with additional benefits to compensate them for the natural disadvantage.

The state-run newspaper called ‘Gorkhapatra’ in Nepali in its news of April 18, 2009, stated that Minister for Culture Gopal Kirati has said that the political activities against federalism needed to be forbidden, as Gyanendra Shah and some other people dreaming to keep Nepal static have funded them, and have attempted on derailing the crafting of a new constitution. National People’s Front has been agitating against the federalism.
