On January 19, 2010, Indian CoAS Deepak Kapoor has arrived in Kathmandu for the four-day (Ian 19-22) visit to Nepal. At the international airport in Kathmandu, accused of the enforced disappearance of 49 Nepalis Toran Jung Bahadur Singh has welcomed the Indian general Deepak Kapoor. Out of the VVIP lounge, cadres of UCPN-Maoist have protested his visit to Nepal showing flags.
In a mass rally held at Nayabaneswore in Kathmandu, UCPN-Maoist Chairman Prachanda has disclosed that the Indian CoAS Kapoor has told the Nepalese CoAS Chatraman Singh Gurung while in the India-visit not to integrate the People’s Liberation Army into the Nepal Army clearly going against the Comprehensive Peace Agreement between the Government of Nepal and the then CPN-Maoist: currently UCPN-Maoist.
CoAS Kapoor is visiting Mustang on the pretext of pilgrimage to Lord Muktinath in the Mustang district. The Nepalese ABC TV has reported that the Indians have made the investment of millions of rupees in the Upper Mustang for preparing Khampas to rise against the Chinese rule in Tibet, and the Indian secret service agents have visited the Upper Mustang. The Nepalese ABC TV has also repeatedly shown Indian ambassador Rakesh Sood visiting the area.
While in the recent China visit, Nepalese Prime Minister Madhav Nepal has committed to the one-China policy means accepting Tibet and Taiwan are the integral parts of the mainland China and has also assured the Chinese authorities of not allowing anybody to use the Nepalese territory for anti-Chinese activities. However, the current activities of the Indian authorities in the Mustang areas are clearly going against what Prime Minister has said to the Chinese authorities.
