Letter From NEFIN To DFID

NEFIN Chairperson Lekhy's letter to DFID decision

Dear Sarah,

First of all, I express my sincere thanks to DFID and UK Government for the support to Janajatis through Janajati Empowerment Project (JEP) for their empowerment and welfare. I also appreciate British goodwill for the welfare of Gurkhas/Janajatis as we all are aware that they have been contributing their blood for British people for last hundreds of years.

NEFIN has been implementing JEP second phase with DFID support for last seven months starting from Nov. 2010. Following a mini-review of the inception phase last month, you have accepted the fact in your letter dated 10th May 2011 that JEP II has made good progress by delivering 85% of the activities.

In light of above fact, we are quite surprised from your immature and childish decision to discontinue support to Janajatis.

Regarding your concern about Banda, I had made NEFIN’s position clear to your Nepali staffs frequently. I made them clear that we believe in peaceful movement and it is based on the democratic and fundamental rights ensured by interim constitution of Nepal. We have been struggling for indigenous human rights based on UNDRIP and ILO 169. These two international instruments are ratified and accepted by Nepal Government.

Here, I want to make it clear that they only listened us. They never discussed DFID matters seriously. I am also surprised seeing that you rely on incompetent and corrupted ex-beurocrate of Nepal Government Mr. Janak Raj Joshi (Governance Advisor) who is well known Bahunbadi and who has very bad image among all Nepalis. He was declared incompetent for the post of Chief Secretary of Nepal Government. He is biased toward Janajatis and other marginalized groups and openly urges for monarchy, Hindu state and unitary form of Bahunbadi state in Nepal. He is also involved in fueling “Khas Chhetri Movement” which has been organizing Banda in western Nepal for last few days.

Referring to all above facts, NEFIN requests you to make sure that you got correct or incorrect suggestion from Mr. Janak Raj Joshi when making decision in this regard. All Janajatis are demanding convincing answer from DFID for its decision. I want to aware (warn) you that situation may be critical if DFID is failed to satisfy Janajatis and justify its decision. In such situation, DFID will be responsible for creating communal tension and anarchy in Nepal.

I hope you will understand the situation and will review your decision – bringing yourself beyond the communal Bahunbadi politics.

Comments on the letter: If you read the Interim Constitution of Nepal of 2007 then you will find that you have rights to protest peacefully not violating the rights of other people to do business and travel without hindrance means you can stop your business peacefully not troubling others but you have no rights to stop the public vehicular traffic and shut down the business of others. In fact, the closing of business and shutting down traffic forcibly is criminal acts; often calling Nepal shut down forcibly, the political parties have been committing crimes against the common folks.

Writing a letter as posted on the Reviewnepal.com, NEFIN has threatened one of the international donor agencies disregarding the diplomatic norms and values. NEFIN needs to apologize to DFID immediately for writing such an emotional letter without thinking twice about consequences of it.

You cannot commit the same crimes as “Khas Chhetri” has committed shutting down the western Nepal. So, stop shutting down Nepal otherwise Nepalis soon rise against anybody attempting to shutting down Nepal or parts of Nepal.
