Removing Obstructions To Elections To A New CA

Issue 19, May 12, 2013

By KTM Metro Reporter

May 9, 2013: hurdles such political parties have not been able to clear the Constituent Assembly (CA) Member Act because of the threshold of votes on proportional election controversy, and the opposition of the 33 political parties including the CPN-Maoist-Vaidhya to the elections to a new CA have made the announcement of the election date so far. NC and CPN-UML leaders have been for one percent threshold. Ethnic leaders and Madhehsi leaders believe that it would deny the representations of small ethnic groups. UCPN-Maoist and UDMF leaders are for no threshold. Thus, the threshold controversy continues. The government is not for declaring the election date without passing this Constituent Assembly Member Act because the government could not hold elections without the president endorsing this Act. The government also might not be able to hold elections without participation of the 33 opposing political parties.

So, the leaders of UCPN-Maoist and NC leaders held a meeting at the residence of President of NC Sushil Koirala in Maharajgung yesterday to sort out these two main problems. They have agreed to build a consensus on the controversial issues including the threshold. They also agreed on holding talks with the 33 opposing political parties; and if they were not able to build a consensus with the 33 parties on holding elections, then the government should move ahead to elections, according to the news on ‘gorkhapatraonline.’

"The political parties and people that believe in democracy would soon join the election process and the parties that do not believe in people would not join," RSS quoted NC leader Mahat as saying after the meeting.
