Madhav Nepal’s Address to Nation

Newly appointed Prime Minster Madhav Kumar Nepal has addressed the nation on May 26, 2009. In his addressed he claimed that the parliament electing him to the position of Prime Minister has set the civilian supremacy. However, he has no mandate from the voters, as he failed to win the elections in two constituencies in the elections for the Constituent Assembly-cum-parliament in April 2008.
He has praised the Nepal Army as if he has come to power on the strength of the Army. His Defense Minister also has praised the Nepal Army before the Prime Minister has done so.
In his address to nation, Prime Minister Madhav Nepal has praised the patron’s role the President has played. Thus, he directly has endorsed the unconstitutional action of the President and has surrendered some executive power to the ceremonial President.
He has not given any hints of the policy and programs of his government it might be because he is the head of the government of twenty-two political parties so he needs to get the Minimum Common Program approved by all those parties.
