Leaders Not Moving Ahead On A Constitution

April 21, 2012: Talking to a delegation of Limbuwan Struggle Committee at his residence in Lazimpat, Chairman of UCPN-Maoist Prachanda has yesterday said that his party would not backtrack on the identity-based federalism in the country and would not go against establishing the identity-based province, ‘The Rising Nepal’ of today writes.

Talking to a delegation of Nepal Federation of Indigenous and Nationalities (NEFIN) at his Maharjgunj residence, President of NC Sushil Koirala yesterday has said that his party is for only six to seven provinces in the country stating this would help in establishing the rights of all people; the NC’s views on federalism were scientific and it would not change its views on the number of provinces. The NEFIN has demanded identity-based federalism along with timely promulgation of a new constitution ensuring social and economic development of the marginalized and minorities groups, ‘The Rising Nepal’ of today writes.

Receiving the memorandum submitted by representatives of different Dalit organizations at his office in Singhdurbar yesterday, Prime Minister Baburam Bhattarai has assured the Dalits of a new constitution would empower the Dalits that have been denied justice for centuries, ‘The Rising Nepal’ of today writes.

At a meeting held at Prime Minister Baburam Bhattarai's official residence in Baluwatar with Maoist leaders today, the UDMF leaders have made it clear that they would continue to be the part of the Bhattarai government in the run-up to the promulgation of a new constitution by the May 27 deadline; the Maoist-Madhesi’s declaration comes at a time when the NC leaders have been hyping on a national unity government under their leadership, nepalnews.com reports.

Leaders of UCPN-Maoist, NC, CPN-UML and UDMF at a meeting held on Saturday evening, failed to make any decisions on resolving the contentious issues of a new constitution; after the meeting, the UCPN-Maoist and UDMF leaders accused the NC and CPN-UML of trying to stick to the old constitution and preventing any solution, ‘The Himalayan Times’ of today writes.

At a meeting of 20 lawmakers held at the NC party office in Singhdurbar, NC lawmakers representing Tarai Madhesi region today warned the three major political parties that they would not accept a new constitution without federalism and with north-south federal units, ‘The Himalayan Times’ of today writes.  “We are against both the ideas – ‘One Madhes, One Province’ and carving out of federal units from north to south – because these are against the spirit of federalism,” said NC lawmaker Mahendra Yadav. The Madheshi lawmakers stressed the need for having two or three units in Madhes following the identity and capacity.

At the Mahila Sangh’s sixth national convention in Pokhara today, CPN-UML top leaders have stood together to speak against the ethnicity-based states. Speaking at the Akhil Nepal Mahila Sangh’s sixth national convention in Pokhara, Chairperson of CPN-UML Jhalanath Khanal has said that the parties should settle on the states carved out on the geography, as it is hard to build a consensus on the ethnic states. Senior leader of CPN-UML Madhav Kumar Nepal also spoke against the ethnic states. CPN-UML influential leader KP Oli warned Maoists of changing the government if the Maoists tried to impose their agendas at a time when the peace process has reached a conclusion, ‘The Himalayan Times’ of today writes.
