Row Over Rights To Issue CO

May 26, 2010: under the pressure of the business and industrial community, the Ministry of Commerce and Supplies (MoCS) is reviewing its decisions made on May 21, 2010 on awarding the rights to issue the certificates of origin (CO) of Nepalese products for export, to the Confederation of Nepalese Industry (CNI) and Nepal Chamber of Commerce (NCC).

Speaking at the meeting with the representatives of various business and industrial organizations held at the ministry to review the decision on the rights to issuing CO, Secretary to MoCS Purushottam Ojha has said that the ministry has realized the need for reviewing its decision made on May 21 on issuing CO and resolving the problem created by the decision.

On May 21, 2010, the ministry had decided to give the rights to issuing the CO of Nepalese products for export to Federation of Nepal Chamber of Commerce and Industry (FNCCI), Confederation of Nepalese Industry (CNI) and Nepal Chamber of Commerce following the multi-door system. Previously, FNCCI used to enjoy the monopoly on rights to issuing CO.

President of FNCCI Kush Kumar Joshi has said that the government’s decision on following a multi-door system of issuing CO is against the interest of the Nepalese trade. He has also said that the Certificate of Origin is the certificate of verification of the national products to sell at the international market; the multi-door system would confuse the market.

President of CNI Binod Chaudhari has said that the rights to issuing the CO should be given to more than one institution based on the capacity and knowledge of the concerned institutions in the current world of global competition.

Minister for Commerce and Supplies Rajendra Mahato has urged the representatives of the business and industrial community to come up with their consensus on this issue to review the previous decision.
