Fast-track Linking Kathmandu with Terai

On November 9, 2009, two Deputy Prime Ministers have jointly laid the foundation stone of Kathmandu-Nijagadh fast track at Makawanpurgadhi. The cost of building this fast track is Rs 56 billion. The government has entrusted the job of constructing this fast track to the Nepal Army. The government has said that the Nepal Army will start off the building of this fast track on July 16, 2009, and then has said that the government has transferred Rs 100 million to the Nepal Army for building it but all of these things have not come true. Even now the government is not sure of building it, as one of the Deputy Prime Ministers laying foundation stone has said that the government will call on the private companies to build it on the terms of ‘build, operate, own and transfer’ (BOOT) if the government cannot meet the funding for this project.

The responsible Nepal Army personnel is also not so sure of building the fast track on time, as he has said that if the acquiring land and removal of houses and other things in the way could be done on time then only the Nepal Army will be able to complete the building of the fast track in the estimated time of five years.

Is the government not trying to fool the people simply laying the foundation stone of building the fast track that requires high technological inputs in addition to the huge financial input?

Nepalis have seen the building of the Melamchi Drinking water Project. The then government headed by the leaders of the Nepali Congress gave the impression to the people that the people will have water from the Melamchi River within a few years but even after twenty years the government has been still constructing the 27 km long tunnel for bringing water.

Who will guarantee that the fast track also will not meet the same fate?

Prime Minister Madhav Nepal was supposed to laying the foundation stone of the fast track unfortunately he has been bed-ridden with high temperatures. Prime Minister Madhav Nepal has been very fond of laying foundation stones of various projects. He has laid the foundation stones of several projects including the building of a tunnel for bringing water from Melamchi River but Nepalis have not seen the initiation of work in those projects so far.
