Discussion on Electoral System and Republic

The Nepalese Interim Legislators have started discussing the electoral system for the election for a Constitution Assembly that would craft a new constitution of Nepal, and the declaration of Nepal a republic in the special session of the Interim Legislature on October 29, and would continue to discuss on 30, 2007. Then, they would decide on the subject matters by a consensus or go for voting. Only the two-third of the majority of all legislators could pass such resolutions in the parliament. So, it is highly unlikely that those resolutions will be passed as the NC parliamentary party has already decided to vote against the resolutions. The NC has 132 legislators in the 330-Interim Legislature.

The Prime Minister called for a special session on October 11, 2007 in response to the petition filed by the legislators of the CPN-Maoist along with the legislators of other left parties on September 28, 2007. The spokesman for the CPN-Maoist presented the two resolutions to the special session of the Interim Legislature at the opening session, and pleaded all legislators for passing those resolutions with consensus on October 11, 2007.

The Speaker of the Interim Legislature set October 14 & 15 for discussing the two issues such as declaring Nepal a republic and proportional representation in a CA but shifted to October 16 & 17 at the request of the Communist Party of Neal-Unified Marxist and Leninist (CPN-UML), and further shifted to October 29, 2007 at the request of the SPA.
