Committee Chairman Dusadh Submits Draft Report

January 20, 2010: Chairman of Constituent Assembly (CA) Committee on System of Governance Shambhu Hajara Dusadh has submitted the concept and preliminary draft report on the System of Governance that will be a part of a new constitution to the CA Chairman Subash Chandra Nemwang on Monday, January 18, 2010. This committee is last but one out of 11 thematic committees of CA to submit the report to the CA Chairman. Now, only the Committee on State Restructuring and Power Sharing needs to submit its report to the CA. The CA is going to debate the report starting on January 24, 2010.

According to the Chairman of the Committee Dusadh, the committee has included the Maoist legislators’ proposal for directly electing president with decision-making power, NC’s and UML’s joint proposal for indirectly electing Prime Minister with decision-making power and ceremonial president through the Parliament and TMLP’s proposal for electing president with decision-making power through the federal parliament.

Accepting the report, CA Chairman Nemwang has said that the CA is committed to complete the writing of a new constitution in time, but cooperation of all top leaders on this matter is necessary.
