Fresh Mandate From People Only Alternative

June 12, 2012: talking to the Kathmandu-based foreign envoys representing 27 countries at his official residence in Baluwatar, Prime Minister Dr Baburam Bhattarai said yesterday that the political parties believing in democracy should not oppose the elections for the fresh people’s mandate; the government had no choice but to seek a fresh mandate for a new CA, as the term of the CA automatically ended on May 27, 2012; so, all political parties if they believe in democracy should help the government in holding the fresh elections impartially, ‘The Rising Nepal’ of today writes.
Prime Minister Dr. Bhattarai also has made it clear that the government is all set to build a consensus on forming a national unity government, as a political consensus among major parties is the only solution to holding elections; and said that the Maoists would do everything possible for building a consensus among the political parties so that the elections could be held as scheduled.
The Prime Minister has said that his ten-moth term of office has made historic achievement in the peace process making breakthroughs in the rehabilitation and integration of the Maoist combatants, and turning over their weapons to the Nepal Army.
The Prime Minister has appreciated the development partners for their consistent support for the socio-economic development, peace process, and political transformation in Nepal. "Nepal’s foreign policy is guided by the principles of the UN Charter, the ideals of non-alignment, peaceful coexistence, international law and practices and the importance of global peace," ‘The Rising Nepal’ of today quotes the prime minister as saying. The Prime Minister appealed the envoys for conveying his message to their respective governments for continued understanding and support.
Speaking at a training given to the party cadres at the Khanna Garment in Lalitpur, Chairman of UCPN-Maoist Prachanda said that the CA came to an end, as NC and CPN-UML were not to provide the rights to the people; so, they created hurdles to promulgating a new constitution in the name of building a consensus; at a time when all anti-federalism forces were united, it was a must for all pro-federalism of all parties to support the issue of the identity based federalism, ‘The Rising Nepal’ of today writes.
Speaking at the function of opening the National Fine Art Exhibition-2069 in Kathmandu, President Dr Ram Baran Yadav yesterday said that the parties needed to build a consensus on contentious issues for peace and constitution, and urged the political parties to work in the interest of the nation sitting together for solving the problems, ‘The Rising Nepal’ of today writes.
Senior leaders of NC and CPN-UML yesterday went to President Dr Ram Barn Yadav for urging him not to issue the ordinances recommended by the prime minister without building a political consensus; President Dr. Yadav in turn told them that he would take decisions following the Interim Constitution and a political consensus, ‘The Rising Nepal’ of today writes.
While the opposition leaders belonging to the NC and CPN-UML were rushing to the President for urging him not to follow the recommendations of the Prime Minister, Prime Minister Dr. Bhattarai said that his government would move forward implementing the projects of importance to the economic development and prosperity of the country even in the situation of the political volatility, ‘The Rising Nepal’ of today writes.
During a meeting with the Finance Minister at Shital Niwas today, President Ram Baran Yadav has asked Finance Minister Barshaman Pun for introducing the budget for the fiscal year 2011 building a political consensus on it to avoid any disputes over the budget, and has hinted at not introducing the budget through ordinance without consensus, nepalnews.com reports. Before the meeting with the Finance Minister, President Yadav had sought suggestions from some NC party-line economists such as Bishwambhar Pyakurel, Bidhyadhar Mallik, Shambhu Saran Kayastha, Prithivi Raj Ligal, Bimal Koirala and Madan Kumar Dahal.
The Ministry of Finance said that the collection of revenue had fallen short of Rs 2 billion during the first 10 month of the current fiscal year due to the shutdowns.
