Protesting Against Perpetrators Of Serious Crimes Going Free With Impunity

January 17, 2013: The EU mission, EU delegation, Norway and Switzerland urged the government of Nepal that the crime must not be condoned; victims must not be ignored; and perpetrators must not be shielded from the due process of the law cases of Violence Against Women (VAW) or conflict-era human rights cases; they have made it clear that providing the proposed ‘Commissions on Truth and Reconciliation and on Enforced Disappearances’ with the authority to grant amnesties to the perpetrators of serious human rights abuses would not only breach the international law but also would fundamentally weaken the foundations for a lasting peace in Nepal; and warned of halting the support for the mechanisms that do not meet the international standards, according to THT ONLINE news, and Nepalnews.com of today.

The NC in a statement issued in Kathmandu today said that the recent direction of the Prime Minister and Attorney General Mukti Pradhan to halt the ongoing interrogation process of the five Maoist cadres accused of murdering Dailekh-based journalist Dekendra Thapa was meant to push the country to impunity, according to THT ONLINE news of today.

Cadres of Nepal Women Association, Nepal Tarun Dal and Nepal Students' Union aligned with the NC marched from the Shanti Batika to Indra Chiwk in Kathmandu and held a rally there demanding 'take action against the murderers of Dailekh-based journalist Dekendra Raj Thapa, book the perpetrators of violence against women, investigate and prosecute the criminals involved in the murder of Tarun Dal member in Sindhuli Prison and NC Rukum, Duli VDC President Kabiraj Khatry and provide compensation to the grief-stricken families,' according to the RSS news posted on thehimalayantimes.com today.

Speaking at the third district conference of the UCPN-Maoist Rolpa district in Rolpa today, Prime Minister Baburam Bhattarai urged people to understand the plot being hatched against his party. “On the one hand, attempts are made on thwarting the formation of Truth and Reconciliation Commission, and Commission on Disappeared Commissions on the other hand conflict era cases are being revived one by one going against the spirit of the previous agreement to resolve all such cases through the commission,” he said, lamenting at the non-approval of the bill on the formation of TRC even months after it was forwarded to the president, according to the HIMALAYAN NEWS SERVICE of today.

President Ram Baran Yadav today consulted with legal experts such as Hari Phuyal, Raju Prasad Chapagain and Dinesh Tripathi on whether the bill on Truth and Reconciliation Commission can be approved as forwarded by the government. They pointed out that the bill ignored the international standard of justice as it proposed blanket amnesty to the perpetrators of serious war era crimes; and suggested the president not to accept the bill until the government makes the provisions for not granting amnesty to anybody perpetrating torture, disappearance, rape and extra judicial killings in the bill, according to ‘HIMALAYAN NEWS SERVICE’ of today.

A meeting of the Council of Minister held today evening has decided to make "all kinds of diplomatic efforts" to secure the release of Nepal Army Colonel Kumar Lama arrested in the UK on the charge of human rights violations committed during the insurgency. Colonel Lama was in the UK to meet his family when the British Police arrested him in Sussex two weeks ago based on the complaint filed by a person allegedly tortured by him. Advocacy Forum: a Nepal-based human rights group helped the person to file the case in collaboration with a UK law firm, according to the nepalnews.com.
