On May 25, 2009, the President sworn in newly elected Prime Minister Madhav Kumar Nepal at the residence of the President. Prime Minister Nepal in turn has sworn in two ministers such as Bidhya Bhandari and Surendra Pandey. They have received the temporary ministerial portfolios and Miss Bhandari will sit at the Ministry of Defense and Mr. Pandey at Finance. Both of them are of the CPN-UML.
On May 25, 2009, the National Welfare Committee has discussed the draft constitution marking the writing of a new constitution has continued despite the political upheaval for some time and then the change of government.
The Madheshi People’s Rights Forum (MPRF) has demanded an increased number of ministerial portfolios in the new government, and also demanded to include the issues of Madheshi people in the Common Minimum Program.
Nepali Congress leaders have been squabbling with each other over the ministerial portfolios. They have already lost the most important portfolios such as Defense and Finance to the CPN-UML. However, NC leaders have been saying that the appointment of the CPN-UML members to these most important ministerial positions is temporary.
Miss Bidhya Bhandari has been the first woman defense minister in the new government headed by Madhav Kumar Nepal. Her first action as the Defense Minister has been to praise the Nepal Army.
Former Finance Minister Dr. Baburam Bhattarai has said that his party UCPN-Maoist has captured the hearts of the people, and will capture the state power based on the people’s strength. He also warned the government of forming autonomous local government for implementing development work if the government does not form local governments based on the number of seats each party has won in the elections held in April 2008.
The new government headed by Madhav Kumar Nepal in its first meeting of Council of Minister has decided to lay the foundation stone of Monument to be built to Republic of Nepal at the Peace Garden (Ratna Park) on the Republic Day on May 29, 2009. The current Council of Minister has three members that also of the CPN-UML only.
Former finance Minister Dr. Baburam Bhattarai has charged the government of Madhav Kumar Nepal reversing the decision of the Maoist-led government on building the ‘monument to republic’ on the premises of the Narayanhiti Museum has made the first move of reviving the monarchy.
