Agreed On Election System And Voting Age

December 14, 2011: in a meeting of the Dispute Resolution Sub-committee held at its office in Singhdurbar yesterday, leaders of UCPN-Maoist, NC, CPN-UML and of UDMF have agreed on the two systems of election: direct and proportional representation. However, they have not decided what percentage would be of the direct and of the proportional representation.

UCPN-Maoist leaders have proposed 50:50 but the NC and CPN-UML leaders want 60 percent direct and 40 percent proportional representation. Logic behind this proportion of two systems of election is not known yet.

Another issue they have agreed on is the voting age. They have agreed on 18 years of the voting age. UCPN-Maoist leaders have argued that every Nepali receives the citizenship certificate at the age of 16, so the voting age should be 16, too. However, NC and CPN-UML leaders have not step behind from their stand on making 18 years the voting age.

After they have agreed on these two contentious issues, the Dispute Resolution Sub-committee chaired by Chairman of UCPN-Maoist Prachanda has to settle 20 contentious issues: one of them is the state restructuring. They need to come to an agreement on the names and number of states or provinces to be set up and the power to delegate to the states.
