Election To A New CA Impossible without Consensus

June 22, 2012: speaking at an interaction in Kathmandu yesterday, Election Commissioner Aayodhi Prasad Yadav said that the election to a new constituent Assembly (CA) scheduled for November was impossible if the political parties did not build a consensus on this matter, stating an amicable atmosphere is the precondition for an impartial election, ‘The Rising Nepal’ of today writes.

The Commissioner has said that at least 120 days are required for holding the election after resolving all legal, political and technical problems. "The legal complications should be resolved by the third week of July. The EC has already said this to the government," ‘The Rising Nepal’ quotes the Commissioner as saying.

Commissioner Yadav has said that an amendment to the interim constitution is necessary to validate the voters; in addition, the CA Member Election Act of 2069 needs an amendment, too, voter lists updated, and training carried out for use of electronic voting machines, according to ‘The Rising Nepal’ of today.

"We have made the government aware of respecting the code of conduct as now we are effectively monitoring the code of conduct. We are taking information from the voters and concerned people and monitor the mass communication media to check the violation of the code of conduct," ‘The Rising Nepal’ quotes the Commissioner as saying.

Speaking at the same interaction, Minister for Land Reforms and Management Chandra Dev Joshi said that the election was not possible by November 22 without building a political consensus, as an amendment to the interim constitution and enacting new laws would not be possible; however, if all political parties agree then the President could amend the constitution following the Article 158 of the Interim Constitution of Nepal of 2007, ‘The Rising Nepal’ of today writes.
