On May 14, 2009, Caretaker Prime Minister Prachanda has insisted the need for the consensus politics until the writing of a new Constitution and the peace process are completed. He also has said that the issue is not who forms a new government but the main issue is setting up the suzerainty of people.

On May 14, 2009, the Supreme Court of Nepal started off the initial hearing on the case filed by Advocate Damodar Poudel stating the government’s decision on firing the Chief of Army Staff Rugmangad Katuwal and appointing Second-in-command Kul Bahadur Khadga to the Acting position of the Chief of Army Staff is unconstitutional and demanding a stay order on this decision; however, a single bench of Justice Bharatraj Uprety did not issue a stay order.

On May 15, 2009, Chairman of CPN-UML Jhalanath Khanal has said that the country needs a government of the consensus politics rather than a simple majority government, as the country is in the period of transformation.

Deputy Chairman of CPN-UML Bamdev Gautam has said that the CPN-UML has committed a historical mistake pulling out of the decision on firing the Chief of Army Staff made by the elected government.

The Madheshi People’s Rights Forum (MPRF) has set the priority to form a government under its own leadership if not possible then to support the party that has been nearest to agree on the Madheshi concerns including the enforcement of the Eight-point Agreement the United Democratic Madheshi Front (UDMF) has reached with the government on February 28, 2008.
