Three Levels Of Election Monitoring

October 28, 2013: spokesman for the Election Commission Bir Bahadur Rai has said to the reporter of the ‘gorkhapatra’ that the EC has planned to monitor the elections at three levels: the EC will monitor the election at the central level, the government at the district level, and at the polling booth level, according to the news in the ‘gorkhaptra’ of today.

 

A team of Chief Election Commissioner Nilkantha Upreti, and election commissioners such as Dolakhabahadur Gurung, Dr Ayodhiprasad Yadav, Dr Rambhakta Thakur, and Ila Shirma will monitor the elections at the central level.

 

At the district level, a team of Secretary of the special class and other joint secretaries to ministries will visit the 75 districts after the festival of lights called Tihar for two weeks, and ascertain whether the election materials have reached or not, situation of manpower, and security, and enforcement of the election codes of conduct, and then the team takes the necessary decisions on those matters on the spot.

 

Then, the teams of under-secretaries and section officers will monitor the elections closely at every polling booth. The EC has made the policy decision on the close monitoring of elections at the polling-booth level but the method of operation is still in the formulation, according to the spokesman for the EC.
