Introducing Budget For FY 2012 Through Ordinance

June 13, 2012: Pro and against the government intoducing the budget for FY 2012 through a presidential ordinance has been clashing while speaking at an interaction event held by the Reporters Club today. Naturally, the opposition politicians have been saying that the current government has no rights to introduce the budget for FY 2012 through an ordinance while the leaders in power say the government has.
Speaking at an interaction event held by the Reporters Club, NC leader and former Finance Minister Dr. Ram Sharan Mahat said that the caretaker Prime Minister could not bring the new budget through an ordinance; the NC would protest if the government would. Speaking at the same platform, UCPN-Maoist leader Top Bahadur Rayamajhi said that the Prime Minister had executive power and the government had the authority to bring the budget for FY 2012 through the presidential ordinance. CPN-UML leader Bhim Rawal said that President Dr. Ram Baran Yadav should be careful to issue an ordinance for the FY 2012 budget in fact should refuse it, ‘The Rising Nepal’ of today writes.
Some 22 opposition political parties have submitted a memorandum to President Dr. Ram Baran Yadav yesterday evening, calling for stopping the government from introducing various ordinances including the budget for the FY 2012 without building a consensus on them, ‘The Rising Nepal’ of today writes. Following the meeting with the president, President of NC Sushil Koirala said that they apprised the President of the strong opposition to the government introducing ordinances unilaterally without resolving the political and constitutional problems through a consensus. Chairperson of CPN-UML Jhalanath Khanal said that they informed the President about the government’s activities of governing the country in a unitary manner ignoring the need of a national consensus.
At the meeting with the president, Finance Minister Barshaman Pun assured the President that the government would do sufficient homework for building a consensus on the economic agendas while introducing the new budget for FY 2012 despite the ideological differences among the parties, ‘The Rising Nepal’ of today quotes Finance Minister Pun as saying.
However, Finance Minister Barshaman Pun has objected to the advice given to President Ram Baran Yadav by the economists that only a small budget should be introduced in absence of a political consensus and of parliament, as the economists did not have common views because of their affiliations to different political parties; therefore, their suggestion to the president that only a small budget should be introduced would not cater the needs of the nation, nepalnews.com reports.
Speaking at the inaugural function of opening a tax office in Dhulikhel of the Kavre district today, Minister for Finance Barshaman Pun has said that the budget for FY 2012 will be on time and will address the problems of industry and business; the government has made efforts on building a consensus on the budget; most of indices of economic sector are good giving the message of the economic development could move forwarded even during the transitional period, ‘The Himalayan Times’ of today reports.
