Discussion on Concept Paper on New Constitution

On Sunday, May 31, 2009, the full session of the Constituent Assembly (CA) has sat to discuss the concept paper and the preliminary draft paper prepared by the National Interest Conservation Committee on a new constitution; this is the first concept paper that has been submitted by National Interest Conservation Committee out of eleven subject matter committees formed to draft a new constitution, to the Constituent Assembly for discussion according to the state-run newspaper ‘Gorkhapatra’ of June 1, 2009.

Most of the CA members have actively taken part in the discussion and have centered their discussion on the Maoist combatants. The Maoist CA members have urged other CA members not to forget the People’s Liberation Army that has played a crucial role in setting up a republic. The NC and CPN-UML members of the CA have argued that the Maoist combatants cannot be called People’s Liberation Army, as they have been mentioned as the ‘Maoist combatants’ in the Comprehensive Peace Agreement and in the Interim Constitution of Nepal of 2007.

The CA members have had a hot discussion on the provision for giving the military training to the Nepalis of 18 years and above. The Maoist CA members have argued in favor of giving military training whereas the NC and CPN-UML members of the CA have stood against the military training.
