Two Chief Administrators

On July 22, 2009, Minister For General Administration Prabhakar Pradhananga called Rabindra Shrestha during his incarnation as a Maoist has proposed two chief administrators called chief secretaries: one for the president’s office and another for the Cabinet Secretariat, and promotion of twenty-two joint secretaries to secretaries.

Some political leaders have opposed to have two chief administrators, as the presidential office may turn into another power center. So, in order to keep the ceremonial president low profile in exercising power, the presidential office needs to be less important than the Cabinet Secretariat: the real power center.

The cabinet meeting could not come to a definite conclusion on promoting twenty-two joint secretaries to secretaries, as the political parties in power have vested interest in promoting the joint secretaries of their choice.

On July 22, 2009, while visiting the BP Museum at Sundarijal in Kathmandu, speaking to the reporters, the so-called ceremonial President has said that the political leaders have not been able to work as aspired by the people. However, he has forgotten that his unconstitutional step of saving the job of the Army Chief has been against the people’s aspiration for keeping the president ceremonial. Is it not the indication of the possibility of imposing the Presidential rule in the country?
