Creating Environment Conducive to Promulgating A New Constitution

May 16, 2011: "The new constitution could be drafted if a coalition government of Nepali Congress, CPN-UML, UCPN-Maoist and the Madhes-based parties is formed," said Bhattarai, ‘The Rising Nepal’ of today writes.

That is true but the possibility of such a grand coalition has been lost since the then CPN-Maoist agreed on a majority rule. So, the political leaders need to garner at least two-thirds majority to promulgate a new constitution instead of engaging in doing something not possible.

The Nepali Congress leaders have engaged in garnering a majority to form a government of its own. Its Vice-president Ram Chandra Poudel has clearly told Prime Minister Jhalanath Khanal a few days ago to quit the office rather than attempting on persuading others to extend the term of the Constituent Assembly. So, Mr. Poudel is for getting into the office of prime minister at any cost to his party and the nation.

Similarly, Mr. Madhav Nepal and Mr. KP Oli of the CPN-UML have been after Prime Minister Khanal and trying to pull him down to pave the way for putting Mr. Poudel in the office of prime minister.

Not having faith in democracy and institutionalizing democratic institutions and never engaging in the rule of law, these political guys such as Mr. Madhav Nepal, Mr. KP Oli of the CPN-UML and Ram Chandra Poudel of the Nepali Congress have been behaving worst than the royalists and have been paving the way for the rise of a dictator.
