Special Session of Interim Legislature

The Special Session of the Interim Legislature has begun in the parliament house, Kathmandu at 4:00 P.M. on October 11, 2007. Interim Head of State and Prime Minister Girija Prasad Koirala called for the Special Session of the Interim Legislature in response to the petition filed by the CPN-Maoist together with the CPN-United and the CPN-Left Front.

While going to attend the Special Session of the Interim Legislature, Interim legislators witnessed the sit-in staged by the reporters at the entrance to the Singhdurbar protesting the abduction of the reporter Birendra Shah a week ago. Reporters have alleged that the Maoists’ cadres had abducted the reporter Shah. The reporters said that they have submitted the memorandum to the Spokesman for the CPN-Maoist, Krishna Bahadur Mahara, and Home Minister Krishna Prasad Sitaula but nothing has be done so far to release reporter Shah from the abductors.

In the Special Session, leader of the CPN-Maoist parliamentary party, Krishna Bahadur Mahara delivered a long and powerful speech giving reasons for submitting the proposal for declaring Nepal a republic and holding an election for a constituent assembly (CA) based on the electoral system that would ensure the proportional representation of all hill, ethnic, Madheshi, dalit, women and other minority Nepalis in a CA.

After the Mahara’s speech, some interim legislators taking the time from the Speaker spoke furiously about the abduction of reporter Shah, and expressed their anger at Mahara charging the Maoists’ cadres for the abduction of reporter Shah and at Home Minister Krishna Prasad Sitaula for doing nothing to get Shah released from the abductors.

Legislator Mahara taking the time from the Speaker replied to the legislators that the Maoists’ cadres have not abducted reporter Shah, and if they had done so, his party would punish the criminals, and requested Home Minister Sitaula for taking immediate actions to investigate the abduction of reporter Shah.

Home Minister Krishna Prasad Sitaula taking time from the Speaker replied to the angry legislators that the Home Ministry has been investigating the whereabouts of reporter Shah, and assured the legislators that the Home Minister would do everything possible to get the abducted reporter Shah released, and punish the criminals.

Legislator Pari Thapa of the CPN-United seconded the proposal presented by Legislator Krishna Bahadur Mahara to the Interim Legislator delivering a speech giving the example of the people’s movement in other countries such as Ireland and France.

Another Legislator Ganesh Shah of the CPN-Left Front also seconded the proposal presented by Legislator Krishna Bahadur Mahara to the Interim Legislator, reminding the legislators of all political parties the events of how they all together stayed in a jail during the people’s movement in 1990 and then in 2006.

Then, the Speaker set October 14 and 15 for discussing the proposal, and asked the parties to register the names of the would-be participants in the discussion at the parliamentary office, and ended the opening session of the special session of the Interim Legislature.
