Constitution-Crafting Process

On Sunday, May 31, 2009, the ‘Committee on Safeguarding Rights of Minority and Marginal People’ has submitted its concept paper and preliminary draft on a new constitution to the full session of the Constituent Assembly according to the ‘Gorkhapatra’ of June 2, 2009.
The Committee compromising 40 Constituent Assembly members has collected the public opinions on a new constitution and has studied the public opinions. The Committee has defined some words such as minority, marginal community, and exclusive community for the purpose of a new constitution.
The Committee has proposed to set up a ‘Commission on National Language’. It also has proposed making 'Nepali' a language written in ‘devnagari’ for the national official affairs, English for dealing with the international community, and all spoken languages national language. The Committee also has proposed one or more languages spoken by the majority of the people for making provincial or state language or languages for doing business in a province or a state based on the agreement of all concerned.
