Put Rugmangud Katuwal On Trial Says UN Human Rights Commission

June 4, 2011: responding to the appeal of Yuvraj Giri, the UN Human Rights Commission in Geneva has instructed the Government of Nepal to initiate a human-rights-violence case against former Chief of Army Staff Rukmangud Katuwal and other high-ranking army personnel of the Mid-western Putna Headquarters responsible for torturing Giri while he was under the custody of the Nepal Army in the army barrack of the Mid-western Division when Katuwal was the chief of that division, ‘gorkhapatra’ of today writes.

The Nepal Army arrested Yuvraj Giri from Kohalpur of the Banke district in the first week of May 2004, kept in detention illegally for 13 months and tortured him and his wife and two children, and were released by the order of the Appellate Court Nepalgunj, ‘gorkhapatra’ of today quotes the Advocacy Forum.

Failing in receiving justice even after using all available legal provisions in Nepal, with the legal help of the Advocacy Forum, Yuvraj Giri has appealed the UN Human Rights Commission in January 2008. Concerning the case of Yuvraj Giri, the UN Human Rights Commission has stated that Nepal has violated International Covenant for Civil and Political Rights (ICCPR).

The UN Human Rights Commission has asked the Government of Nepal to report on the progress made in this case within 180 days and ensure the safety of Yuvraj Giri and his family members.
