Abolish ‘Haliya (Bondage)’ system in Nepal

On Saturday, September 06, 2008, Minister for Peace and Reconstruction Janardan Sharma 'Pravakar' declared to the people rallying at Maitighar Mandala in Kathmandu for several days with the demand for freeing them from the system called ‘Haliya’ that the Government of Nepal abolished the ‘Haliya’ system. This has kept them in bondage for the household and field work for generation to generation. It goes against the Article 29 (3) of the Interim Constitution of Nepal of 2007.

National Human Rights Commission (NHRC) had recently written to the Government of Nepal asking for abolishing the ‘Haliya’ system, as it goes against the fundamental human rights and the Interim Constitution of Nepal of 2007.

The Supreme Court of Nepal had also ordered the Government of Nepal to abolish all sorts of exploitations of people including the ‘Haliya’ system.

An estimated 100,000 people belonging mainly to dalits and indigenous Tharu communities had been working as Haliyas in western Nepal.
