All-party Meeting Called By Chairman Of IEC

April 5, 2013: Chairman of IEC Khil Raj Regmi called an all-party meeting of all political parties represented in the dissolved CA to discuss the draft amendments to the election-related Acts at his office in the Singhdurbar yesterday.

 

Small political parties have vehemently opposed the provision for one-percent threshold made in the amendment to the one of the draft bills stating the Interim Constitution has no such provision, and no such threshold was made for the elections to the CA held in 2008, the one-percent threshold would further marginalized the small ethnic groups, as the threshold would deny their representation in the CA.

 

Leaders of the NC and CPN-UML argued for the threshold stating such thresholds are made from one percent to 10 percent elsewhere in the world. Some of the NC leaders claimed that the threshold would make the small groups more representative than without the threshold, as they would see that grouping of small groups together would make sure their representation in a CA or parliament.

 

NC leader Dr. Minendra Rijal, and CPN-UML leader Agni Kharel said that the practice of threshold was the global one and that it was compulsory for the CA election. NC leader Rijal said his party was for the provision of one-percent threshold while CPN-UML leader Kharel said that the CPN-UML would protest if the provision were not included in the law, according to RSS news posted on thehimalayantimes.com.

 

CPN-Maoist-Vaidhya did not participate in the meeting. In fact, it has no representation in the dissolved CA, as it was formed only after the dissolution of the CA in May 2012. It was not registered at the Election Commission, too. So, it has no legal status.

 

Top leaders also skipped the meeting. Only the second-tiered leaders of the four major parties attended the meeting.
