Election Monitoring Team of State Employees

Issue 11, March 16, 2008

BY KTM Metro Reporter in Kathmandu

The Election Commission (EC) is mobilizing the high-level state employees for monitoring the political parties’ behavior in the upcoming election for a Constituent Assembly (CA) and whether they have followed the election code of conduct according to “The Rising Nepal” of March 11, 2008. The EC set up a 51-member monitoring team of state employees including the members of the constitutional bodies to observe the election process. The EC also authorized the members of the team to observe the activities of the political parties in their individual capacity.

If the historical events are any guide, the state employees have been always biased toward the government. Naturally, there is no guarantee that this time, too, they would not be favoring the political parties in the current government. The question is whether it is wise to set up a team of such state employees to observe the historically important election for a CA. So far, none of the political not included in the current government has spoken about it. If the EC has formed a high-level team of the civil society leaders, then it would function better without prejudices, as they are pro-people and would not be biased to any political parties.
