Charges and Counter Charges

Issue 32, August 9, 2009

By KTM Metro Reporter in Kathmandu

On August 6, 2009, the state-run Radio Nepal in its 7:00 AM morning news has reported that speaking to the reporters Prime Minister Madhav Nepal has said that he has been flexible to the extent possible to meet the demands of the leaders of the United Communist Party of Nepal-Maoist (CPN-Maoist) and agreed not to extend the term of Army Chief Rukmangad Katuwal and not to make him the military advisor to the President; however, the Maoists have not been serious to resolve the problems and have not backed out from the declared movement starting on August 7, 2009; so, the Prime Minister would be force to use the state security mechanism against such a movement.

The news anchor has also invited Vice-chairman of the UCPN-Maoist Dr. Baburam Bhattarai to present his opinions about the Prime Minister’s statement. In response to the radio anchor, Vice-chairman Dr. Bhattarai has said that his party has given the government one-month time for meeting the demand for discussing the unconstitutional move of the ceremonial President in the legislature-parliament but the Prime Minister has never been serious to consider the demand but just to meet the formality the Prime Minister has called the meeting of the leaders of the three major parties but even at the opening of the meeting NC Leader Ram Chandra Poudel has said that the President’s move is constitutional and no need of discussing it in the legislature-parliament thus pushing the leaders of UCPN-Maoist to the movement for correcting the unconstitutional move of the President.

Thus, the government and the opposition has been preparing for a political showdown. It might possibly lead to a direct confrontation between the government and the opposition. The consequence of such confrontation is hard to predict at this time but it will not be in the interest of Nepalis. The Prime Minister has surely the military and the police but the opposition has also the cadres throughout Nepal. Such a confrontation will not certainly bring positive results.
