Self-determination Without Authority To Split Off

On September 14, 2009, the Constitutional Committee on State-restructuring and Allocation of State Power has unanimously passed the draft of the portion of a new Constitution that delegates all power to the states except for the power to split off from the Federal Democratic Republic of Nepal. While enforcing the power of self-determination, States have to honor sovereignty, independence, and unity of the country. States will have their constitutions, and will have power to use all sorts of resources, and follow different policies on land, commerce, environment and so on.
