Forming A New Consensus Government

July 1, 2010: after the fall of the Madhav government, the three major political parties such as UCPN-Maoist, NC and CPN-UML have another chance to form a new consensus government if all leaders of these parties are sincere to the Nepalese people and they really want to take the country to a political stability and to a prosperous country institutionalizing the achievements made in the People’s Movement in 2006.

However, the nine-month reign of the UCPN-Maoist led government and the 13-month reign of the NC and CPN-UML coalition government have amply demonstrated that they were not for the consensus politics. Primarily, the NC and CPN-UML leaders were responsible for such political development as they have opted for a majority rule rather than the consensus rule; however, we cannot give a clean chit to the UCPN-Maoist leaders, too, as they have agreed on a majority rule but could not play a good political game in the new environment.

Buying and selling of legislators would play a major rule in forming a new government. NC and CPN-UML leaders have been the master buyers and sellers of legislators in the past, so they would buy some legislators from among the small political parties to form a new government within the deadline of July 07 the president has set for the political parties to come up with the proposal for a new government.

The dirty game of forming a new government will dominate the political scene during the coming few days. Madhav Nepal and his colleagues on one hand and the NC ministers on the other hand have amassed sufficient wealth during the 13-month reign of the Madhav government for playing the game of buying legislators for forming a new government. So, they have the better chance of forming a new government than anybody else.
