Appointing CEOs Of State Corporations On Free Competition

September 7, 2011: Prime Minister Dr. Baburam Bhattarai has been for appointing CEOs of state-run companies by a competitive bidding, ‘Gorkhapatra’ of today writes. The practice of appointing CEOs has been the government of any political party appoints the favorites of the party no matter whether such persons are competent enough or not. Consequently, such CEOs have simply followed the orders of the ministers or of the leaders of the party in power.

Now, the prime minister is set to appoint CEOs through an open competitive bidding certainly at a higher cost, as the government needs to pay fantastically high salaries to such CEOs. For example, the minister for energy of the preceding government had appointed a CEO of Nepal Electricity Authority (NEA) at the monthly salary of Rs 250,000 whereas the salary of the highest-level civil service official does not exceed Rs 25,000 per month.

Such a CEO needs to show his efficient performances within a few weeks but the performances of the NEA have not been improved, as the light goes off without prior notice for hours not scheduled. Customers have not felt the performances of the CEO enjoying Rs 250,000 salary per month.
