Constitution Writing And Term Of Constitution Assembly

April 25, 2011: as the one-year-extended term of the Constitution Assembly (CA) is coming to an end on May 28, 2011, some politicians have been building the psychology of the people to extend its term for another year.

Nepalis have elected the Constitution Assembly-cum-parliament on April 10, 2008 for crafting and promulgating a new constitution of the Federal Democratic Republic of Nepal, and for functioning as a legislature-parliament until a new legislature is elected following a new constitution.

The CA was supposed to complete a new constitution last year but it could not. So, the members of the CA extended its term for a year to complete the writing of a new constitution. The extended term of the CA is ending on May 28, 2011,

Some leaders of the Nepali Congress (NC) have been telling the people that the CA will not be able to complete the writing of a new constitution by May 28, 2011. Naturally, they want the extension of the term of the CA or to dissolve it.

Vice-president Permananda Jha has said that the CA will live as long as it needs to complete a new constitution. It means some political leaders are for dissolving the CA even not completing a new constitution.

Other leaders such as Chairman of UCPN-Maoist Prachanda and Prime Minister Jhalanath Khanal have been optimistic to complete the writing of a new constitution provided all political parties cooperate on this noble task.

President of NC Sushil Koirala has said that he will burn a new constitution if it is done on a majority vote. Other political parties without NC could make a majority. So, Mr. Koirala has been nervous of other parties crafting a new constitution with the NC.

Some political idiots such as Chitra Bahadur KC of Jana Morcha and Kamal Thapa of RPP-N have been putting obstacles to crating a new constitution. Mr. KC has been against federalism, and Mr. Thapa has been against republic. These political lunatics have no popular votes to count on but they have been making fuss in the political arena.

Another political idiot is former Prime Minister Madhav Nepal that has been telling the people, “forget about the constitution but the peace process needs to be completed.” He has no mandate to talk about the matters of national interest because he lost the elections at two constituencies. He has been prime minister because of the flawed Interim Constitution of Nepal of 2007 that has enabled the unscrupulous members of the legislature-parliament to elect him to the prime minister.

Newly appointed Defense Minister Bishnu Poudel has been not better than anyone of the political idiots because he has been telling the people that a new constitution is only after the integration of the two armies Nepal has today.
