Extending Term Of Constitution Assembly

April 17, 2010: Leaders of major political parties such as NC and CPN-UML have started off drumming that the Constituent Assembly (CA) would not be able to promulgate a new constitution on May 28, 2010 as a campaign for extending the term of CA.
People on the streets are not in favor of extending the term of CA and do not believe that extending the term of CA would break the current political deadlock according to the opinion poll aired by the Radio Nepal during the 7:00 AM morning news on April 17, 2010.
At the same time, the politburo meeting of the UCPN-Maoist has decided that the UCPN-Maoist will not support the proposal for extending the term of CA as long as the current government remains in power, and it says that the promulgation of a new constitution is possible on May 28, 2010; some leaders have been saying that it is not possible to keep the current incompetent government in power.
For extending the term of CA, an amendment to the Interim Constitution of Nepal of 2007 is required; to amend the constitution two-third majority vote is required; so the legislature cannot extend the term of CA without the support of the UCPN-Maoist.
The Supreme Court of Nepal has paved the way for amending the Interim Constitution of Nepal of 2007 for extending the term of CA giving ruling that the legislature can amend all the articles of the Interim Constitution of Nepal of 2007 except for annulling the provisions made for the Federal Democratic Republic of Nepal and the secular state.
