Filing Nominations for Direct Election

Issue 09, March 02, 2008

By KTM Reporter in Kathmandu

Three major parties such as Nepali Congress (NC), Communist Party of Nepal-Unified Marxist and Leninist (CPN-UML) and Communist Party of Nepal-Maoist (CPN-Maoist) have filed the nominations of their candidates for the 240 seats to be elected directly for the Constituent Assembly (CA). The CPN-Maoist has claimed that it has filed nominations of women for more than 50% of the total seats. Following the law, every party needs to file the nominations of women for 33% of the total seats but the population of women in Nepal is more than 50% of the total population.

Nepalese electorates will directly elect 240 representatives to the CA, and 335 through the political parties based on the proportion to the votes they receive, and the Prime Minister will nominate 26 making the total number of the CA members to 601. The political parties need to submit a sealed-list of the candidates for the 335 seats. Such a list needs to contain the proportional representation of ethnic groups, dalit, underprivileged people and indigenous communities.
