Subsistent Allowances to PLA

July 5, 2010: the government of Nepal has been providing subsistent allowances to the members of the People’s Liberation Army since the Government of Nepal has reached a ‘Comprehensive Peace Agreement’ with the Maoists in 2006, has spent Rs 4.69 billion so far according to the state-run newspaper ‘The Rising Nepal’ of July 5, 2010.
According to the Accounts officer at the Office of the Central Coordinator of the Cantonment Management of the Ministry of Peace and Reconstruction, the government has spent Rs. 3.13 billion under the budgetary head called monthly allowances and Rs. 1.29 billion under the subsistence allowance.
The United Nations Mission in Nepal (UNMIN) has been keeping the oversight of the PLA members at various cantonments. Underage PLA members have been released from various cantonments. About 19,000 PLA members are still living in cantonments. Following the ‘Comprehensive Peace Agreement’, they are supposed to be integrated into the Nepal Army.
