Action Plans On Good Governance and Economic Development And Prosperity

January 27, 2012: the coalition government of UCPN-Maoist and UDMF has made public the two major action plans: one on good governance another on economic development and prosperity yesterday precisely after five months of its existence. The plans aim at making the state employees accountable to the people, and at mobilizing resources, utilizing them in major projects and holding a cultural revolution mobilizing one million volunteers to ward the social evils off, ‘gorkhapatra’ of today writes.

In order to make good governance a reality, the current government has said that it will make the government offices people-oriented and accountable to the people and service-delivery friendly. The government has set up a number of indicators to see whether the concerned authorities have performed well or not. A monitoring committee coordinated by the prime minister will monitor the performances of the concerned officials. The prime minister has stated that the ministers and secretaries to the ministries that have failed to perform well will be punished, too.

A monitoring team compromising the prime minister, members of the National Planning Commission, of the National Vigilant Center, and of the secretaries to all ministries will constantly monitor the progress of development projects implemented in the 15 under developed and remote districts.

Project chiefs of the development projects have to make the progress of 80% of the development projects otherwise such chiefs will be subject to actions.

The government will set up a ‘New Nepal Building Fund’. Every state employee including the president will contribute one-day salary to this fund. The total amount thus collected will come to more than Rs 6 billion. The government will request the non-resident Nepalis to contribute USD 10 each to this fund. The government intends to invest this fund in building one of any hydropower projects.

The government has set a target of attracting at least one billion US dollar foreign investment in agriculture, tourism, hydropower and other job-creating projects within the six months of the current fiscal year.

The government will run a national volunteer campaign mobilizing one million people. This campaign will be mainly for warding off the social evils and evil culture. This is effectively a cultural revolution.
