Bicameral Parliament At Center And Unicameral Legislatures In Provinces

March 2, 2011: the Constitutional sub-committee headed by Chairman of UCPN-Maoist Prachanda has passed the provisions to be made in a new constitution for a bicameral parliament with National Assembly and House of Representatives at the center and unicameral legislatures called House of Representatives in the provinces.
The sub-committee is formed to settle the contentious issues. It has five members representing the major political parties. Once, the sub-committee has passed the provisions, the Constituent Assembly is likely to pass those provisions with the two-thirds majority, as these major political parties together holds two-thirds majority in the constituent Assembly.
The sub-committee needs to settle 75 different contentious topics by mid-March to enable the Constituent Assembly to complete the writing of a new constitution and then promulgate it by May 28, 2011. Thereafter, the government needs to hold general elections following the new constitution. That will be the beginning of a new Nepal.
