Are Political Leaders Really Serious To Resolve Disputes?

February 25, 2012: in a meeting of the top leaders of major three political parties held at the residence of Chairman of UCPN-Maoist Prachanda at Lazimpat in Kathmandu on Friday, they agreed on allocating three different portfolios to three main leaders of the major three political parties for ending differences among them.

Chairman of UCPN-Maoist Prachanda got the portfolio of resolving the army integration dispute among the political parties; President of NC Sushil Koirala got the portfolio of building a consensus on forming Truth and Reconciliation Commission and Commission on Enforced Disappearances; similarly, senor leader of CPN-UML Madhav Nepal got the portfolio of ending the constitution drafting dispute among the political parties; they need to cooperate with each other on completing their assignments, ‘The Rising Nepal’ of today writes. They have seven days to finish their jobs. They also have assigned the Army Integration Special Committee (AISC) to set the ranks for the combatants. The NC and CPN-UML have demanded the Maoists to create an environment conducive to end the confidence in crisis for completing the peace process. They have three months to complete the peace process and the constitution writing if they abide by the ruling of the Supreme Court of Nepal on not extending the term of the Constituent Assembly any further.

Speaking at the Golden Jubilee function of Nilkantheswor Higher Secondary School at Jugu in Dolakha yesterday, Prime Minister Dr. Baburam Bhattarai has said that the integration of the former Maoist combatants would be completed within a few days, as the government has been developing an action plan on integration following the suggestions received from the political parties and the Nepal Army, ‘The Rising Nepal’ of today writes.

Prime Minister Dr. Bhattarai has claimed that the peace process and constitution writing have made a substantial progress during the last six months since he took over the government, as 7,300 combatants choosing voluntary retirement were sent home, and 6,500 combatants out of 9,700 choosing integration into the Nepal Army would be integrated into the Nepal Army sending the remaining 3,200 combatants home with dignity.

Chief of Army Staff (CoAS) General Chhatra Man Singh Gurung has yesterday said that the Nepal Army has been preparing the army integration following the seven-point agreement the political parties had reached, the established norms and values of the Nepal Army, and the Interim Constitution of Nepal of 2007, ‘The Rising Nepal’ of today writes.

Speaking at a program held by the NC in Kathmandu, NC President Sushil Koirala has charged the Maoist party with not being honest in completing the peace process and the constitution writing; Mr. Koirala also has said that the Maoist party leaders have been smart to have a sweet talk at the meetings never smart to enforce the agreements; he also has complained that the Maoists have created obstacles to the integration of the combatants into the Nepal Army asking for various ranks of army officers for the combatants, these are the things his party would not accept, ‘The Rising Nepal’ of today writes.
