On January 25, 2009, from 7:15 to 7: 45 P.M. Prime Minister made a speech on the State-run TV called Nepal Television. He enlisted the several achievements his government has made during the last five months. Then, he promised to make drastic social and administrative changes for the benefits of the Nepalese people to keep up in line with the election pledges his party had made.

He said that both the persons taking bribe and giving bribe would be termed as criminals and dealt with them strongly; he would not allow any middlemen at the state offices doing businesses between the state administrative officials and the clients; he would introduce a system of tokens for the ‘first come, first served’ at the state offices; if the service provider cannot perform the administrative task then s/he needs to give the reasons in written.

Concerning the drastic social changes to be made, he said that he would enforce the laws that would give equal share of parental assets to daughters; he would strongly deal with the practitioner of caste discrimination, and would set up an administrative cell at each Village Development Committee to take up the case of practicing caste discrimination, domestic violence, women’s health problems and so on; he also said that he would bring the law within a week banning the dowry system.
