Returning Seized Properties In Bardiya

November 21, 2011: Chairman of UCPN-Maoist Prachanda, General Secretary of NC Krishna Prasad Sitaula, and Vice-chairman of CPN-UML Bamdev Gautan have flown to Bardiya to return the properties seized by the Maoists during the conflict from the landlords and distributed to the landless people.

One of the main conditions of the NC and CPN-UML on completing the peace process is to return the seized properties to the rightful owners. So, the UCPN-Maoist has no alternatives but to return the seized properties.

In 2008 when Prachanda presided over the then government of Nepal had come up with the proposal for the government paying commensuration for the seized properties to the rightful owners but NC and CPN-UML leaders did not agreed on that proposal stating the government should not use the taxpayers’ money for paying the compensation for the properties seized by the Maoists. The peace process stalled.

Now, the same Prachanda has said that the seized properties should be returned following the seven-point deal without adversely affecting the freed bonded laborers and landless people. How he would do remains to be seen. The seven-point deal has made a provision for paying compensation to the landowners for their loss of the revenue of their land seized by the Maoists. Nobody has shouted at paying the taxpayers’ money for the compensation for the loss of the revenue of the seized properties, as the landlords belonging to the NC and CPN-UML are receiving.

The Vaidya group of the UCPN-Maoist has been against returning the seized properties saying the landowners have illegally gained the land; so they are not going to return the seized properties. The member belonging to the Vaidya group of the Tharuvan State has clearly stated that the seized properties would not be returned in any case. He has claimed that he has stated it in the meeting of his party held to discuss the return of the property.
