Kathmandu: May 28, 2017, after the coalition of NC and Maoist-Center agreed on setting up a commission on investigation into alleged irregularities in elections, withdrawing the motion to impeach the chief justice from the parliament, and not withdrawing the criminal cases against the responsible persons in the Tikapur case in which some security personnel were burned to death, the opposition CPN-UML let the parliament run its regular proceedings on May 27, 2017.

 

The Speaker set May 27and 28 for the parliamentary debate on the annual policies and program, as the opposition party stopped the obstruction of the parliament, and the prime minister submitted policies and programs to the parliament immediately after the opposition stopped the obstruction of the parliament.

 

The president read out polices and programs to the parliament on May 25, 2017. Thereafter, the opposition CPN-UML obstructed the regular parliamentary proceedings even not allowing the vote of thanks to the president.

 

Following the election code of conduct, the government did not include any new policies and programs for the coming fiscal year, and the government simply continued the ongoing polices and programs to intensify the enforcement of the constitution for institutionalizing the federalism, and the fast socio-economic development.

 

Highlights of policies and programs:

 

The capital remaining out of the banking sector will be used for the infrastructures making the public, private and cooperative work together, and making the public purchases competitive, transparent, and qualitative.

 

The efforts on improving policies, laws, administration and the economy for attracting the external investment in the industrial sector will be continued. The government will implement the Trade Policy of 2072 (2015), and Nepal Integrated Trade Strategy of 2072 (2015) for increasing the export to curb the trade deficit.

 

The government will continue the policy of giving the priority to the main crops for making the country self-sufficient in the foods.

 

The education up to the secondary level will be made compulsory and free. The responsibility for the education up to the secondary level will be transfer to the local governments.

 

Healthcare will be made as the fundamental right and the primary healthcare will be made available free.

 

Comprehensive social security program will be implemented while continuing the social security allowance.

 

Relations with the neighboring countries such as China and India and other friendly countries will be strengthened based on the national interest and the needs for mutual benefits, equality, and cooperation.

 

Public administration will be made clean, capable, committed to the professional disciple, transparent, corruption free, accountable to the people, and participative.
