October 27, 2010: Transparency International (TI) has ranked Nepal 146th out of 178 countries in its Corruption Perceptions Index (CPI) of 2010 released on Tuesday, October 26, 2010. Nepal was on the 143rd in the ranking of the TI last year. Congratulations to officiating Prime Minister Madhav Nepal on pushing Nepal to a more corrupt country than the last year. During the 14 months in office, Madhav Nepal has done nothing but misused the taxpayers’ money. So, the so-called honorable legislators that have voted for Madhav Nepal have shown their smartness electing Madhav Nepal defeated in two constituencies for pushing Nepal to one of the most corrupt nation in the world.

Mr. Ram Chandra Poudel also deserves congratulations on securing 12 more votes in the 12th round of election held at the parliament for electing a new Prime Minister on October 26, 2010. If he continues to run for the Prime Ministerial elections for more than another 20 rounds receiving 12 more votes in each round, he will be surely get elected but the country will remain without an elected government until Mr. Poudel gets elected until then the most corrupt officiating Prime Minister Madhav Nepal will be in the chair.

Judging from the body weight, Mr. Ram Chandra Poudel has gained after the reinstatement of democracy in 1990 he has been no less corrupt than Mr. Madhav Nepal. Return of democracy has made some of the leaders such as Mr. Poudel and Mr. Nepal among other corrupt politicians indicted by the Special Court more prosperous than the country and its people. Democracy has given fundamental human rights to Nepalis in general where as to these corrupt guys the unprecedented wealth in the history of Nepal.

In response to the memo submitted by the officiating Minister for Finance and the repeated public mentions of some of the ministers that the government is planning to submit a full-fledged budget for the fiscal year 2011 (2068), Chairman of Constituent Assembly Subash Nemwang has gone to see officiating Prime Minister Madhav Nepal at his Baluwatar official residence in Kathmandu on Tuesday, October 26, 2010 and advised him to build a political consensus on the to-be-submitted budget prior to submitting a full-fledged budget to the parliament, ‘The Rising Nepal’ of October 27, 2010 writes.

On October 26, 2010, President of Federal Democratic Republic of Nepal Dr. Ram Baran Yadav is leaving Kathmandu for China for a week-long visit to attend the closing ceremony of the Shanghai Expo of 2010; he will stop by Lhasa, Xian of Shanxi province before reaching Shanghai; he will visit all the pavilions of SAARC countries and of China before attending the closing ceremony of the Shanghai Expo of 2010 on October 31, 2010; then he will have friendly talks with Chinese Prime Minister Wen Jiabao and return back on November 01, 2010, ‘The Rising Nepal’ of October 26, 2010 writes quoting the state-owned news agency RSS.

On October 25, 2010, speaking at the Reporter’s Club in Kathmandu, one of the Vice-chairmen of UCPN-Maoist Narayankaji Shrestha said that the recent China visit of the Maoist People’s Liberation Army (PLA) commanders was a personal and private one; "There was no hidden agenda in their visit to China. The visit of the PLA officials is purely personal and private. They were not invited by the Chinese government, the Communist Party and the People’s Liberation Army of China," ‘The Rising Nepal’ of October 26, 2010 quotes the Maoist vice-chairman, "It is totally wrong to assess that we are more inclined to China than to India. Both the neighbors are important for us and we want to have a relation of equidistance with both of them. We simply protest the expansionist policy of India."

At the same, ‘The Rising Nepal’ of October 26, 2010 quotes the state-owned news agency RSS, that speaking at the face-to-face program held by the Janasanchar Abhiyan in Kathmandu on Monday, October 25, 2010, Standing Committee Member of UCPN-Maoist Barshaman Pun ‘Ananta’ has said that it holds no meaning to give political color to his recent visit to China. Pun said his delegation set out on the visit to northern neighboring country after completing all legal procedures and it was irrelevant to make the visit a matter of issue for clarification even by the Prime Minister and ministers, as well. "The team apprised party’s chairman, general secretary, chain of command within the People’s Liberation Army (PLA) and the concerned UNMIN’s unit about the visit before leaving for Shanghai ", he said. Referring to the provision made in the agreement on the management of Maoist arms and the army signed between the government and the UCPN-Maoist, Mr. Pun has said that the personnel of the Maoist People’s Liberation Army (PLA) and the Nepal Army could stay on leave not exceeding 12 per cent of their total numbers, and an individual taking leave was free to go anywhere. "Our visit was not secret as the media was already informed about it", Pun claimed, adding, "I had gone for a trip to Darjeeling, Sikkim and Siluguri with my family and some PLA commanders during the Dashain last year too, but it had not been an issue then and why this year’s China visit has been dragged into controversy?"

In response to the government’s letter concerning the PLA commanders’ China visit, Political Chief of UNMIN Yohn Medina Vivanco has written back stating, "I would like to confirm that Maoist army did not approach UNMIN in connection with the travel to which you refer," myrepublcia.com writes quoting the letter, "Please be advised that UNMIN´s permission for specific travel arrangement has never been required, under the provision of AMMAA [Agreement on Monitoring of the Management of Arms and Armies] for Maoist army combatants on authorized leave." On Monday, October 25, 2010, the government has written a letter to Chief of UNMIN Karin Landgren asking whether the PLA commanders have asked UNMIN for permission for visiting China.
