Marking Civil Service Day Today

September 7, 2013: the government and its employees called civil servants are marking the Civil Service Day today. On this day, the government has awarded various awards to 41 civil servants. The day is marked with the slogan of ‘good governance and behavior: foundations of civil service’, according to the news in ‘gorkhaaptra’ of today.
However, if you go to any State office you will find that the civil servants are willing to accept some tips from you to complete the service delivery to you. Recently, most of the important offices such as land registration office, tax, and revenue offices have displayed Civic Charter that states you will receive the service delivery within a day with the completed documents.
However, completing documents is not a simply thing to do even for a person with good education. S/he needs to ask one person after another for completing the documents. Finally, s/he ends up seeking help from somebody that knows the process of completing the documents.
In such circumstances, civic charters are useless, and the slogan of ‘good governance and behavior’ does not apply until the government simplifies the process of completing the documents so that common folks can easily complete the documents.
Concerning the recipients of civil service awards, sincere and good civil servants never receive such awards except for some cases, as sincere staffs often find it hard to accommodate with the crook boss and colleagues. So, awards go to mostly the crooked civil servants.
