People’s Liberation Army Comes Under AISC

January 22, 2011: Chairman of UCPN-Maoist Prachanda and officiating Prime minister Madhav Nepal have signed a 12-point declaration on transferring the management of People’s Liberation Army (PLA) Third Division, Shaktikhor, their integration and rehabilitation to Army Integration and Special Committee (AISC) in the presence of Speaker Subash Chandra Nemwang, top political leaders such as Nepali Congress president Sushil Koirala, chairman of CPN-UML Jhalanath Khanal, chairman of MPRF Upendra Yadav, former prime ministers Sher Bahadur Deuba and Surya Bahadur Thapa, both the Deputy Prime Ministers, security chiefs, senior government officials and foreign diplomats such as United Nations Under-Secretary General (UNUSG) at the Department of Political Affairs for Asia and the Pacific Samuel Tamrat, Indian Ambassador to Nepal Rakesh Sood, British Ambassador to Nepal John Tucknott and other heads of diplomatic missions, heads of security agencies including Inspector General of Nepal Police Ramesh Chand, Inspector General of Armed Police Force (APF) Sanat Basnet and National Investigation Department chief Ashok Dev Bhatta, and all seven PLA division commanders among others.
Former deputy commander of PLA and Maoist leader Barshaman Pun has delivered a welcome speech. Mr. Pun has said that the ceremony has come after four years of painful efforts on the PLA integration; this ceremony offers political leaders an opportunity to end the public's doubt whether leaders are honestly committed to resolving the problems of the country and enforce peace and stability in the country.
Speaking at the function, Chairman of UCPN-Maoist Prachanda has said that Nepal has emerged as a republic because of sacrifices of the PLA fighters; now, the peace process has reached its final stage after the transfer of the PLA fighters to the AISC, and helps to strengthen the national security; I am hopeful that political parties, other agencies and the international community will help to complete the peace process.
Speaking at the function, officiating Prime Minister Madhav Nepal has said that the PLA is now the part of the state and all political parties and the government need to complete the integration and rehabilitation of the PLA fighters as soon as possible. To this end, the government is working on a framework for supervision and monitoring of PLA fighters.
The United States of America has welcomed the transfer of the PLA fighters to AISC and has repeated the commitment to support the peace process in Nepal.
