Constituent Assembly Guidelines

On November 09, 2008, the 50-member-taskforce headed by Chairman of Nepal Workers’ and Peasants’ Party and Member of Constituent Assembly for preparing guidelines for crafting a constitution Narayan Man Bijuckchhe unanimously adopt the draft of the guidelines called Constituent Assembly Rules and Regulations. Chairman Constituent Assembly Regulations submitted it to the Constituent Assembly for consideration.

The proposed main Constitution-crafting Committee comprises 61 members representing all twenty-five political parties in the Constituent Assembly. Ten subject matter committees will assist the Constitution-crafting Committee providing it with the related subject matters. Each subject matter committee shall have 43 Constituent Assembly members. None of the Constituent Assembly members will sit on more than one committee.

The ten subject matter committees are Committee on:

1.    Fundamental Rights and Directive Principles
2.    Protection of Rights of Minorities and Marginalized People
3.    Restructuring State and Sharing of State Power
4.    Identifying Structure of Legislative Body
5.    Setting Structure of Forms of Governance
6.    Judiciary
7.    Setting Structure of Constitutional Bodies
8.    Natural Resources, Economic Rights and Sharing of Revenues
9.    Identifying Basis for Cultural and Social Solidarity
10.    Preserving National Interests
