On May 12, 2009, the Communist Party of Nepal-Unified Marxist and Leninist (CPN-UML) has garnered the support of 15 political parties but has not managed to get majority; Madheshi People’s Rights Forum (MPRF) has not been satisfied with the joint commitment of the CPN-UML and the Nepali Congress (NC) to the enforcement of the Eight-point Agreement the government has reached with the MPRF, as they have failed in committing to enforce the cases the Constituent Assembly (CA) will need to decide according to the ‘Gorkhapatra’ of May 13, 2009. The CPN-UML will not be able to form a new government without the support of the MPRF.

On May 12, 2009, the caretaker Prime Minister has met with the representatives of the United Democratic Madheshi Front to discuss the matters concerning the formation of a new government, and urged them not to hurry off in making decision on forming a new government.

On May 12, 2009, the full bench of the Supreme Court of Nepal headed by newly appointed Chief Justice Min Bahadur Rayamajhi has decided to set up a ‘Central Verdict Enforcement Directorate’ to effectively enforce the rulings of all courts throughout the country, as the people have complained that they have not received justice because of the lack of enforcement of rulings of the courts.

Third in command in Nepal Army Chhatraman Singh Gurung has been making decisions following the order, as both Chief of Army Staff Rukmangad Katuwal fired by the government and Acting Chief of Army Staff Kul Bahadur Khadga have not been involving in the decision-making in the Nepal Army according to the ‘Gorkhapatra’ of May 13, 2009.

On May 12, 2009, forcing the Speaker to postpone the session for the next day, the members of the parliament belonging to the UCPN-Maoist have blocked the business of the parliament demanding the President to take back his unconstitutional decision on writing a letter to the Chief of Army Staff and ordering him to stay on in the job bypassing the elected government. Thereafter, the Speaker went to meet with the caretaker Prime Minster for resolving the political standoff.

The politburo meeting of the UCPN-Maoist has decided to fight for the suzerainty of people, and sovereignty of the country until the last moment and has announced additional protest programs.

The Pasupati Area Development Fund Management Regulations of 2009 (20066) has made provision for making Nepalis eligible for the position of the Chief Priest called Mul Bhatta at the Pasupati Temple, Deopatan in Kathmandu.

On May 13, 2009, caretaker Prime Minister Prachanda met with President of Madheshi People’s Rights Forum (MPRF) Upendra Yadav at the Prime Minster’s official residence at Baluwatar, Kathmandu and urged him to engage in rectifying the unconstitutional act of the President for defending the Constitution, as it has caused the constitutional crisis.
