Maoist’s Action Plan and Reactions Of NC and CPN-UML

July 11, 2010: on Saturday the UCPN-Maoist made public its action plan titled ‘Basis For Building Consensus On Breaking The Political Deadlock' on building a consensus of all political party leaders on forming a consensus government. Before making it public, leaders of the three large parties are supposed to meet on Saturday but the engagement of Chairman of CPN-UML Jhalanath Khanal in attending the funeral of the district leader of the CPN-UML had prohibited him from attending the nationally important issue. Mr. Khanal makes it clear for him the funeral of his cadre is more important than the national issue.
Then Sunday morning, the UCPN-Maoist presented its action plan at the meeting of the leaders of three large parties such as UCPN-Maoist, NC and CPN-UML. NC leaders reading the action plan of the UCPN-Maoist quickly have found that it is not so clear; so they have asked the UCPN-Maoist leaders to come up with a clear action plan. They have also shown their concern for not involving them in such a plan. They have also said that the action plan goes against the Comprehensive Peace Agreement and other previous agreements.
At the same time, the Central Working Committee (CWC) meeting of NC has sat for its meeting on Sunday to make a formal decision on the UCPN-Maoist’ action plan. Most of the CWC members are skeptical about the possibility of reaching consensus on the action plan.
CPN-UML leaders also have said that the action plan of the UCPN-Maoist is not to their taste and so they have agreed with the NC leaders not to agree on the action plan.
Vice-Chairman of UCPN-Maoist Naryankaji Shrestha has said that his party is ready to make any amendment to the action plan to build a consensus on it with the NC and CPN-UML leaders.
