Another Midnight Deal To Reshuffle Government

May 3, 2012: on the Thursday midnight, leaders of UCPN-Maoist, NC, CPN-UML and UDMF reached a new deal to reshuffle the government to suit the desires of the NC and CPN-UML but the CPN-UML has declared that it is not joining a new government presided over by Dr. Baburam Bhattarai. Following the deal, all ministers of the Bhattarai government en mass quit the offices paving the way for the new comers. How a new government would be worked out remains to be seen. Political leaders always fight for the Home Ministry and Defense Ministry especially for the period of general elections.

Dr. Bhattarai needs to meet the wishes of leaders of his own party and other three major parties such as NC, CPN-UML and UDMF. He has formed a coalition government of his party UCPN-Maoist and UDMF: the front of the Madheshi parties in September 2011 following the four-pint deal they reached. Since then Dr. Bhattarai has moved the peace process very fast forcing other parties to come to the common understanding on a new constitution. Most probably, this new deal might be the last one before promulgating a new constitution.

The Constituent Assembly elected on April 10, 2008 for two years to write and promulgate a new constitution has time until May 27, 2012 to promulgate a new constitution. The term of the Constituent Assembly extended four times making the term of the Constituent Assembly four years. The Supreme Court of Nepal has ruled last year giving a last one once for extending the term of the Constituent Assembly for the maximum of six moments. Accordingly the parliament has extended the term of the Constituent Assembly for six months until May 27, 2012.

According to the news posted onnepalnews.com, General Secretary of NC Krishna Prasad Sitaula might join the Bhatttarai government as a deputy prime minister; however, the NC has not officially announced it.

‘The Himalayan Times’ reports that UCPN-Maoist, NC, CPN-UML and UDMF have reached the following five-point deal:

1.    To form a national consensus government under the leadership of Baburam Bhattarai within two days in accordance with the previous seven-point pact.
2.    To resolve the prickly issues including the forms of governance and federalism within three days and in case the disputes remain unresolved, they will be sorted out through voting
3.    The new constitution will be promulgated before May 27, Baburam Bhattarai will tender his resignation prior to this and then NC will lead the government afterwards.
4.    NC-led government will conduct the general election within a year.
5.    The parties will resolve the remaining issues of peace process and constitution drafting.
