Protecting Human Rights Top Priority

June 14, 2012: speaking at the function held to mark the 12th anniversary of National Human Rights Commission (NHRC) yesterday, Prime Minister Dr Baburam Bhattarai has said that the government gives a top priority to the protection and promotion of human rights over anything in the country; however, the citizens basic human rights might not be ensured until the nation done with the political transition; so, the government is making efforts on ending the political transition, ‘The Rising Nepal’ of today writes.
Prime Minister Dr Bhattarai further sated that the government has followed the recommendation of the NHRC, and is for implementing the international declaration on human rights as a party to it; democracy is the basic principle of human rights; so, the government is making efforts on institutionalizing it; following the recommendation of the NHRC, the government has provided 95 million rupees to the victims as a relief to them in the current fiscal year.
Chairman of NHRC Kedar Nath Upadhya has said that complaints registered at the NHRC has gradually decreased during the last two or three years. Since its inception, NHRC has received 9221 complaints until April and it resolved 3664.
UNDP Resident Representative Robert Piper has said that the NHRC has been unable to work as efficiently as anticipated because of the lack of sufficient manpower.
The secretary to the NHRC has said that the government has delayed in filling the vacant positions; consequently, the NHRC has to work with 33 per cent of the total allocated manpower.
